Vigorously promoting carbon emission reduction in the energy sector is an important measure to do a good job in carbon peak and carbon neutralization and to accelerate the construction of a modern energy system.
Since the 18th National Congress of the Communist Party of China, all regions and relevant departments have formulated a series of policies and measures focusing on the green and low-carbon development of energy, and made remarkable achievements in promoting the development and utilization of clean energy such as solar energy, wind energy, hydro energy, biomass energy and geothermal energy. However, the existing institutional mechanisms, policy systems and governance methods still face some difficulties and challenges, which are difficult to meet the needs of promoting the green and low-carbon transformation of energy under the new situation. In order to thoroughly implement the relevant requirements of the opinions of the CPC Central Committee and the State Council on fully, accurately and comprehensively implementing the new development concept and doing a good job in carbon peak and carbon neutralization and the action plan for carbon peak before 2030, with the consent of the State Council, the following opinions are put forward on improving the institutional mechanism and policy measures for green and low-carbon transformation of energy.
General requirements
(1) Guiding ideology. We will strengthen international cooperation in an all-round way. Proceeding from the actual situation of the country, we will coordinate development and security, stabilize growth and adjust the structure, deepen institutional reform and innovation in the energy sector, accelerate the construction of a clean, low-carbon, safe and efficient energy system, promote high-quality energy development and all-round green transformation of economic and social development, and provide a guarantee for scientific and orderly promotion of the timely realization of the carbon peak and carbon neutral goals and the construction of a modern economic system.

We will strengthen top-level design, give full play to institutional advantages, properly handle the relationship between development and emission reduction, overall and local, short-term and medium and long-term, properly handle the complementary, coordinated and alternative relationship between different energy varieties at various stages of transformation, promote the optimal combination of coal and new energy, and comprehensively promote the green and low-carbon transformation of energy across the country and regions. -- adhere to ensuring safety and orderly transformation. On the premise of ensuring energy security, we will promote the green and low-carbon transformation of energy in an orderly manner, first establish and then break, and adhere to the national & ldquo; A game of chess & rdquo;, Strengthen risk identification and control during transformation. On the basis of accelerating the formation of a reliable supply capacity of clean and low-carbon energy, we will gradually replace fossil energy in a safe and reliable manner. -- adhere to innovation driven, intensive and efficient. We will improve the innovation system and incentive mechanism in the energy sector and enhance the innovation capability of key core technologies.
We will implement the principle of giving priority to conservation, strive to reduce resource consumption and carbon emissions per unit output, enhance the efficiency of energy system operation and resource allocation, and improve comprehensive economic and social benefits. Accelerate the formation of an incentive and restraint mechanism for reducing pollution and carbon. -- adhere to market-oriented and government guidance. We will deepen institutional reform in the energy sector, give full play to the decisive role of the market in resource allocation, and build an energy market system that is fair, open and competitive. Give better play to the role of the government, strengthen guidance in planning guidance, policy support, market supervision and so on, and create a good development environment. Main objectives. “ The fourteenth five year plan; During this period, the institutional framework for promoting green and low-carbon development of energy was basically established, a relatively complete policy, standard, market and regulatory system was formed, and energy consumption & ldquo; Double control & rdquo; And the promotion mechanism of green and low-carbon energy transformation led by the non fossil energy target system.
By 2030, we will basically establish a complete basic system and policy system for green and low-carbon development of energy, and form an energy production and consumption pattern in which non fossil energy can basically meet the energy demand increment, replace fossil energy stocks on a large scale, and enhance energy security.
2、 We will improve the coordination mechanism for the implementation of national energy strategies and plans
(4) We will strengthen the guidance and restraint role of energy strategies and plans. Guided by the national energy strategy, strengthen the leading role of the national energy planning. All provinces (autonomous regions and municipalities directly under the central government) formulate their own energy planning in combination with the national energy planning deployment and local conditions, define the goals and tasks of green and low-carbon energy transformation, and strengthen the coordination and mutual assistance among various energy varieties, upstream and downstream of the industrial chain, and regions in the planning and implementation, We will improve the overall level of green and low-carbon energy transformation and supply security. We will strengthen monitoring and evaluation of the implementation of energy planning and improve the dynamic adjustment mechanism of planning.
(5) Establish a monitoring and evaluation mechanism for green and low-carbon energy transformation. Focus on monitoring and evaluating the energy consumption intensity, total energy consumption, proportion of non fossil energy and renewable energy consumption, carbon emission coefficient of energy consumption and other indicators in various regions, and evaluate the implementation and actual effect of relevant mechanisms and policies for green and low-carbon transformation of energy. We will improve the assessment mechanism for green and low-carbon development of energy, and strengthen relevant assessment in accordance with the energy related binding indicators determined in the outline of the national economic and social development plan, the annual plan and the energy plan. All regions are encouraged to meet the minimum proportion of renewable energy consumption and other indicators set by the state through regional cooperation or trading of renewable energy power consumption.
(6) We will improve the organization and coordination mechanism for green and low-carbon energy transformation. The National Energy Commission coordinates the strategies, development plans, action plans and policy systems related to the green and low-carbon transformation of energy. We will establish a cross departmental and cross regional coordination mechanism for energy security and development, coordinate the construction of infrastructure and security systems such as cross provincial and cross regional energy transmission channels and reserves for electricity, oil and gas, and strengthen the connection between energy sector planning, major projects and special plans such as land space planning and ecological environment protection, and promptly study and solve problems in implementation. Establish an annual account for the implementation of major policies on green and low-carbon energy transformation and safety assurance and major project construction, and improve the supervision and coordination mechanism. 3、 Improve the system and policy system to guide green energy consumption
(7) Improve energy consumption & ldquo; Double control & rdquo; And non fossil energy target system. We will put energy and resources conservation in the first place, strengthen the management of binding indicators for reducing energy consumption intensity, effectively enhance the flexibility of total energy consumption management, exclude new renewable energy and raw materials from total energy consumption control, reasonably determine the targets for reducing energy consumption intensity in various regions, and strengthen energy consumption; Double control & rdquo; The connection between policies and carbon peaking and carbon neutralization goals and tasks. Gradually establish a carbon emission control mechanism in the energy sector. Formulate and revise mandatory national standards for energy consumption quota per unit product in key energy consuming industries, and organize supervision and inspection on the implementation of key energy consuming enterprises. Research and formulate carbon emission accounting methods for key industries and products. We will comprehensively consider the situation of renewable energy resources, development and utilization conditions and economic development level in various regions, scientifically decompose the medium and long-term total amount and minimum proportion of renewable energy development and utilization in the country to all provinces (autonomous regions and municipalities directly under the central government) for implementation, and improve the guarantee mechanism for renewable energy power consumption. We will promote local governments to establish and improve energy budget management systems and explore ways to evaluate energy consumption and output benefits. We will strengthen top-level design and overall coordination, and accelerate the construction of a national carbon emission rights trading market, an energy use rights trading market, and a green power trading market.
(8) We will establish and improve a mechanism for promoting green energy consumption. Promote the construction of a unified green product certification and identification system, establish a green energy consumption certification mechanism, and promote various social organizations to accept the certification results. Establish the promotion mechanism of electric energy substitution and strengthen the technical guidance of electric energy substitution by improving relevant standards. We will improve and promote green power certificate trading and promote green power consumption. Public institutions should set an example by encouraging the whole society to give priority to the use of green energy and the purchase of green products and services. All regions should adopt advanced energy efficiency and green energy consumption standards in combination with local conditions, vigorously promote the concept of energy conservation and green consumption, and carry out in-depth actions to create a green life. We will encourage localities where conditions permit to carry out demonstration construction of high-level green energy consumption and advocate energy conservation in the whole society.
(9) We will improve policies to support green energy consumption in the industrial sector. Guide industrial enterprises to carry out clean energy substitution, reduce carbon emissions per unit product, and encourage qualified enterprises to take the lead in forming a low-carbon and zero carbon energy consumption model. We will encourage the construction of green energy industrial parks and enterprises, develop industrial green micro grids, support the development and utilization of clean and low-carbon energy in our own places, build distributed clean energy and smart energy systems, reduce cross subsidies and system standby fees for power generation by comprehensive utilization of waste heat, residual pressure and residual gas, and improve the price policy for supporting self use distributed clean energy power generation. On the premise of meeting the power planning and layout and safe operation conditions of the power grid, we encourage renewable energy power projects to supply power to industrial parks or enterprises nearby through innovative power transmission and operation modes, and encourage industrial parks or enterprises to purchase green power through the power market. We will encourage emerging key energy consumption areas to focus on green energy to meet energy demand and make full use of residual heat, pressure and gas.
(10) We will improve green energy use and clean heating policies for buildings. We will improve building energy efficiency standards, promote the large-scale development of ultra-low energy consumption buildings and low-carbon buildings, promote and support the energy-saving transformation of existing buildings, actively promote the use of green building materials, and improve the management system of building energy consumption quota. Improve the application standards of renewable energy in buildings, encourage the integrated application of photovoltaic buildings, and support the construction of renewable energy building energy supply systems using solar energy, geothermal energy and biomass energy. We will promote the reform of heating metering and the intelligent construction of heating facilities in areas where conditions permit, encourage charging according to heat, encourage electric heating enterprises and users to obtain low-cost electricity in the low valley period through the electricity market, and comprehensively use the peak valley electricity price, residential step electricity price and transmission and distribution electricity price mechanism to provide support. We will implement the gas supply price policy to support rural clean heating in northern China in winter.
(11) We will improve the policy of clean energy substitution in the field of transportation. We will promote the green and low-carbon transformation of transportation, optimize the transportation structure, and promote green and low-carbon transportation facilities and equipment. We will promote large-capacity electrified public transport and clean energy transport tools such as electric power, hydrogen energy, advanced biological liquid fuel and natural gas, improve the layout and service facilities of power charging, hydrogenation and gas (LNG) stations, and reduce the cost of clean energy in the transportation field. Support the layout and construction of transportation energy supply stations in terms of land space, carry out the construction of multi-energy integrated transportation energy supply stations, promote the pilot demonstration of new energy vehicles and grid energy interaction, and promote the coordinated development of vehicle piles and ship shore. For the construction of new energy facilities along the railway and expressway service areas, the unified planning, unified implementation and unified approval (filing) of projects within the same provincial area are encouraged.4、 Establish a green and low-carbon oriented new mechanism for energy development and utilization
(12) Establish a clean and low-carbon energy resources census and information sharing mechanism. In combination with resource endowment, land use, ecological protection and land space planning, the detailed exploration and comprehensive evaluation of national clean and low-carbon energy resources will be comprehensively carried out with the city (county) level administrative region as the basic unit to accurately identify and integrate the exploitable clean and low-carbon energy resources, and improve and dynamically update the national clean and low-carbon energy resources database. Strengthen the connection with the land spatial basic information platform, and timely incorporate the spatial information such as the distribution of various clean and low-carbon energy resources into the land spatial basic information platform and land spatial planning at the same level; A picture & rdquo;, And share with local governments at all levels, enterprises, industry associations and research institutions in appropriate ways. Improve the technical capacity of meteorological observation, resource evaluation and prediction related to renewable energy, and provide support for renewable energy resources census, project development and power system operation. Build a national basic energy information and sharing platform, integrate the information of the whole energy industry chain, and promote the development of the digital economy in the energy field.
(13) Promote the construction of an energy supply system based on clean and low-carbon energy. Focusing on the desert, Gobi and desert areas, we will accelerate the construction of large-scale wind power and photovoltaic power generation bases, upgrade and transform the existing coal-fired power units in the region, explore the establishment of a mechanism for coordinated transmission and reception of new energy power to provide regulation for the transmission of new energy power, and support the construction, integration and development of new energy power. In accordance with the national energy strategy and planning and sub regional planning, all regions shall give overall consideration to the local energy demand and clean and low-carbon energy resources, and guide and organize the formulation of relevant implementation plans for the development and utilization of clean and low-carbon energy at the municipal (county) level and regional energy supply under the overall framework of provincial energy planning. All regions shall give overall consideration to the local energy demand and exploitable resources, give priority to the development and utilization of local clean and low-carbon energy resources according to the principle of proximity, actively introduce clean and low-carbon energy outside the region as required, and form an energy production and consumption pattern that gives priority to meeting the new energy demand through clean and low-carbon energy and gradually replaces the existing fossil energy. We will encourage all regions to build new energy systems that are complementary to each other in terms of multiple energy sources, balanced in the vicinity, and based on clean and low-carbon energy.
(14) We will innovate the mechanism for the development and utilization of renewable energy in rural areas. In rural areas, priority shall be given to supporting roof distributed photovoltaic power generation, biogas power generation and other biomass power generation connected to the power grid, and power grid enterprises shall give priority to purchasing their power generation capacity. Encourage the use of land in rural areas suitable for decentralized development of wind power and photovoltaic power generation, and explore the investment and operation mode of renewable energy projects with unified planning, decentralized layout, agricultural enterprise cooperation and benefit sharing. Rural collective economic organizations are encouraged to jointly invest and operate renewable energy power generation projects with specialized enterprises in the form of land use rights, joint ventures, etc. according to law, and financial institutions are encouraged to provide financing support for renewable energy power generation projects in accordance with the principles of marketization and rule of law. We will increase support for rural power grid construction and organize power grid enterprises to improve rural power grids. We will strengthen innovation in rural power grid technology, operation and power trading methods, support the nearby trading of new energy power, and provide low-cost green energy for rural public welfare, domestic energy consumption and Rural Revitalization related industries. We will improve support policies and guarantee mechanisms for the development and utilization of biomass energy and geothermal energy such as large-scale biogas, biogas, and briquette fuels.
(15) Establish a land space management mechanism for the development and utilization of clean and low-carbon energy. Focusing on the work of carbon peak and carbon neutralization, we will comprehensively consider the development of clean and low-carbon energy and the demand for land and sea for infrastructure such as energy transmission and storage. We will improve the guiding policies for the classification of land for energy project construction, adjust and optimize the land and sea use requirements for renewable energy development, formulate land support policies for the construction of renewable energy power generation projects using deserts, Gobi and desert lands, improve the protection system for nuclear power and pumped storage plants (sites) and guarantee them in the land spatial planning, and comprehensively consider the land demand for transmission channels and oil and gas pipeline corridors in the land spatial planning, Establish and improve the land related information sharing and collaborative management mechanism. We will strictly regulate the collection of land (SEA) related taxes and fees for energy development in accordance with the law. Eligible offshore wind power and other renewable energy projects may apply for reduction or exemption of sea area use fees according to the provisions. Encourage the promotion and application of land-saving technologies and land-saving models in the development and construction of wind power and other new energy sources.5、 Improve the construction and operation mechanism of new power system
(16) We will strengthen the top-level design of new power systems. We will promote clean power sources and electrification of terminal energy consumption, formulate new power system development strategies and overall plans to meet the needs of new energy power development, and encourage enterprises and other entities to actively participate in the construction of new power systems. Carry out green and low-carbon development adaptability assessment on the existing power system, and improve the technology and optimize the system in terms of power grid structure, power supply structure, source network load storage coordination, digital and intelligent operation control, etc. We will strengthen basic theoretical research on new power systems, promote breakthroughs in key core technologies, and study and formulate relevant standards for new power systems. We will promote the integrated development of Internet, digital and intelligent technologies and power systems, promote the development of new technologies, new formats and new models, and build a smart energy system. We will strengthen the construction of a new power system technology system and carry out relevant technology pilot projects and regional demonstrations.
(17) We will improve the power grid system that adapts to the local deep utilization and wide area transmission of renewable energy. The overall optimization of transmission network and power system operation will improve the transmission and consumption capacity of renewable energy power. Through the optimization and adjustment of power supply configuration and operation, the amount of renewable energy transmitted through the existing transmission channels shall be increased as much as possible, and the minimum proportion index shall be determined and assessed. We will make overall arrangements for large-scale power bases that mainly deliver renewable energy power, and optimize the allocation of regulatory resources in provincial power grids and above. We will improve the coordination mechanism for power transmission and consumption of renewable energy that combines the agreements between the governments of relevant provinces (autonomous regions and municipalities directly under the central government) and the power market, strengthen the interconnection of inter provincial and regional power grids, further improve the mechanism for the formation of inter provincial and inter regional electricity prices, and promote the consumption of renewable energy in a wider range. We will vigorously promote the construction of an intelligent distribution network that accommodates a high proportion of distributed new energy power, and encourage the construction of smart energy systems and micro grids that integrate source, grid, load and storage, and that complement each other with multiple energy sources. Power grid enterprises shall improve the capacity of new energy power, dynamically announce the capacity information of new energy power that can be accepted in the business area and provide inquiry services, and connect new energy power generation projects and distributed power generation projects that meet the planning and safe production conditions to the power grid according to laws and regulations, so as to make the best of both.
(18) We will improve the market mechanism for new power systems. Establish a national unified power market system, accelerate the construction of power auxiliary service market, promote the pilot operation of power spot market in key regions, improve the organic connection mechanism of power medium and long-term, spot and auxiliary service transactions, explore the capacity market transaction mechanism, deepen the reform of power transmission and distribution and other key areas, and promote the green and low-carbon development of power through marketization.
